This proposed change could be viewed as a retaliation by the European Union against Canada and the United States, which both still currently enforce visa requirements on certain European countries. Canada imposes visa requirements on Bulgarian and Romanian citizens, while the United States imposes visa requirements on Bulgarian, Romanian, Croatian, Cyprian and Polish citizens.

The European Union will be making a decision today as to whether or not they will go ahead with this plan.
