They're just trying to get ahead.
When in doubt, tweet it out. That's whatdid today after taking to Twitter to vent about COVID-19.
In a very long Twitter thread, the agency said although it may feel as though they keep changing guidelines they believe its fair game as new COVID-19 related information floods in.
"We'd much rather tell you that based on new evidence we're shifting from Guidance A to Guidance B, versus stubbornly sticking with Guidance A in the name of being consistent," they said on Twitter.

They also said that this is why the guidelines for self-screening, back-to-school and social gatherings have been changing up in the last few weeks.
"COVID doesn't care that we don't have the time we'd normally need to react & we're trying to stay ahead of things," they said.
They also admitted that Canadian health-care systems are in crisis and that labs are beyond capacity, as a result causing major backlogs.
As the city reports 142 new cases, the health organization is pleading with Canadians to be patient and be safe.
