Ontario Provincial Police are currently asking for assistance from the public to help them apprehend five of their most wanted criminals. Some of these men have been at large for decades, others are wanted for breach of parole.
From fraud to murder, these criminals need to be taken off of the streets. These are the offenders who remain at large in Canada, and the crimes they committed to land themselves on the OPP's most wanted list.
1. Savang Sychantha
Ontario's government is offering a $50,000 reward for anyone who can lead to this man's capture. Sychantha is wanted for second-degree murder.
All the way back in 2002, the remains of 18-year-old Riad Baroud were discovered, which launched a police homicide investigation. Baroud was a friend of Sychantha's and the two were involved in drug trade together.
The homicide team discovered that Baroud became indebted to Sychantha which allegedly led to the suspect and an accomplice taking Baroud by force, restraining him, beating him and eventually killing him. Sychantha and his accomplice later dumped their victim's body.
Sychantha later fled to Laos. However, police believe he could be back in Canada in either Toronto, Montreal or Vancouver. He's likely going under a different identity.
2. Edward Alphonso Shephard
This man is wanted on a Canada wide warrant as the result of his breach of parole. He is supposed to be serving a life sentence for second-degree murder. He is a 51-year-old black male, 5'7", 145 lbs and has brown eyes and brown hair.
He is known to hang around the GTA and has associates in Mississauga. The OPP says anyone who has contact with Shephard should use caution.
3. Kai Kong Seto
This man is wanted for arrest following an investigation dating all the way back to 1998. The OPP was looking into an Ontario lumber company under allegations of fraud.
The company which Seto was involved with fraudulently used the good reputation of an existing Bancroft lumber company to scam businesses. They would provide positive references of the Bancroft company to establish good working relationships with lumber providers.
Once those providing the lumber sent over a few shipments, Seto's company would issue a stop payment on the orders. They would then re-sell the wood to other Ontario companies and even to China. The value of losses thanks to this man is estimated at $5.5 million.
4. Santo James Leo
Leo is wanted on a Canada wide warrant due to his breach of parole. He's supposed to be serving 3 years and 25 days for Possession for the Purpose of Trafficking a Controlled Substance and Possession of a Controlled Substance. He is a 26-year-old white male, 5’ 11”, 169lbs, and has brown eyes and red hair.
