One place even hosts a "Mural Monday" where tagging is not only allowed but encouraged. From 7:00 p.m. to 11:00 p.m. aspiring street artists can submit their designs to Nathan Greene, the owner of Unexpected Art.
If their design is approved, they have the go-ahead to start painting.
