In a busy city like Toronto, not every noise complaint gets immediate attention and staff are not resourced to respond on an emergency basis. The city focuses on the most frequent and disruptive issues first. Bylaw officers can't stop noise events on the spot, but they work to keep the peace. Some types of construction projects may have exemption permits or be exempt from the bylaw so that essential construction, maintenance, and repair work can be conducted in a timely manner.
