John Tory says that it is likely Toronto will see some of its smaller business retail stores open after Doug Ford's announcement on Monday. 

In an interview with CP24, Tory revealed exactly what he expected the Ontario reopening plan to look like.

I think what you are going to find happening, is most of the regions will go back to the type of rating they had before the province-wide lockdown.  John Tory

Tory stated that he believes that regions will go back to the coloured zone that they were in before lockdown orders started. 

This means that Toronto could see itself back in the grey zone, with restrictions still tightened across the city. 

"We're likely to be in a somewhat more restricted state for a while yet to come," Tory states. 

However, the mayor does believe that there is hope for smaller businesses. 

"I do hear that smaller businesses that have been largely closed, [...] the retail side might get some dispensation to allow some people inside their stores."

"Which I think would be terrific. I think they have been operating under a somewhat unfair regime since the big box stores have all been open."

However, Tory does state that we will have to wait and see exactly what changes will come during Doug Ford's announcement today. 

The premier of Ontario is expected to reveal parts of Ontario's reopening plan at 1:00 p.m.
