According to a press release, to get your free treats, you need to order through DoorDash.

Customers who order at least $12 (excluding taxes) worth of Tim Hortons through the app will get a 10 pack of Timbits with their food.
The promo code is TIMBITS, and your order will come with a selection of the assorted bite-sized snacks.
There will also be zero delivery fees when ordering, which will last until August 9.
"We're excited to announce this new partnership with DoorDash to provide our guests with even more ways to enjoy their Tim Hortons favourites," said Hope Bagozzi, Chief Marketing Officer for Tim Hortons.
Through the DoorDash portal, you can double-check if your address is near a participating Tim Hortons' location.
There will also be a limit of one free pack per person. You can order through the app or website.
They also note that all deliveries are subject to availability.
If you're set on scoring a pack of free Timbits, you might want to hop on this deal sooner than later.
