The restaurant's owner, Kristy Leathem, told CTV News that the business has offered dine-in services since February despite changing COVID-19 rules.

Windsor-Essex County Health Unit confirmed the incident on Wednesday but refused to comment on whether charges were laid as a result.

"Yes it did happen, and it continues to happen [and we need] to come up with a better strategy to make sure we are not creating more problems by solving one problem," Dr. Wajid Ahmed, medical officer of health, stated.
